A new immigrant (oleh chadash) receives a financial absorption package with a defined time window: an absorption basket from the state, increased tax credit points for a limited period, distinctive tax benefits, and reliefs on customs and housing.
The absorption basket
The absorption basket (sal klita) is a series of payments from the state, through the Ministry of Aliyah and Integration, intended to assist during the first months. The amount depends on family composition and is paid in instalments. Amounts are updated — verify with the Ministry of Aliyah and Integration.
Tax credit points for a new immigrant
A new immigrant is entitled to increased income tax credit points for a limited period during the first years after immigration. The number of points generally decreases gradually across that period. The details are set in regulations.
Tax benefits
The tax system grants a new immigrant distinctive reliefs, among them reliefs on income and capital originating outside Israel for a defined period, and reliefs on purchase tax when buying an apartment.
This area is complex, and dedicated tax advice for immigrants is recommended rather than relying on general guidance.
Customs reliefs
A new immigrant is entitled to customs reliefs on transferring household contents and on a vehicle, subject to rules and a time frame. It is worth checking eligibility with the Tax Authority before shipping your belongings, since the timing affects entitlement.
Where to check and apply
The absorption basket is handled through the Ministry of Aliyah and Integration. Credit points and tax benefits are handled through the Tax Authority. Customs reliefs are handled through the Tax Authority's customs division. See also the site's tax credit points page.
